4. No, it had already been made by the time I got there. Past perfect passive, действие произошло раньше другого действия в прошлом ( by the time...)
5. No, they will be picked up by Roger. Future Simple passive, действие произойдет в будущем I've already arranged it.
6. It is being repaired at the moment . Present Continuous passive-, происходит сейчас, в момент речи.
7. No, it hasn't been delivered yet. Present Perfect passive (yet)
8. I know. It will be opened by the mayor next month. Future Simple passive, произойдет в будущем.
